pirates having successfully taken possession of a vessel would find their object defeated by an armed escort or the appearance of a patrol.

Suggestion has not been made that, by the establishment of conveys there will be no necessity for self defence and/or mutual assistance on the part of vessels proceeding under convoy, and the majority of officers emphatically affirm that armed Indian Guards

as supplied by the police are a hinderance rather than a help at any time, and have very little if any idea of initiative

so necessary when independent action is required.

The officers of the China Coast are of the

opinion that all matters pertaining to piracy prevention outside the waters of the Colony should be left entirely in the hands of the Naval Authorities and not in the hands

of the police.

While appreciating the efforts of the Government and pending any arrangements which may be made by the Naval Authorities the officers of the Mercantile Marine are of the opinion that a system of convoys without escorts will prove abortive.

Officers who risk death, injury, and the danger of being kidnapped, in the protection of the lives and property of others, cannot wait indefinitely for some assurance, that their suggestions will receive further most careful consideration and that they or their dependents will be compensated in the event of injury or death due to piratical attack,

The Honourable the Colonial Secretary,

HONGKONG.

I have etc.,

(Sd). T. T. Laurenson, Assistant Secretary.
